Ongoing Capital Projects & Grant Applications Status: August, 2009 Update

The Baltimore Downtown Restoration Committee and the Village of Baltimore started a collaborative effort in 2007 to assist commercial property owners in the Downtown Business District in financing permanent, visible façade improvements. This program provides $5,000 annually to property owners. Maximum grants of $750, with an owner match of two times the grant requested, are awarded quarterly. The Village of Baltimore’s wastewater treatment plant expansion has gone online, with final construction items being completed. This project was required by the Ohio Environment Protection Agency in order to correct overflows within the village. Prior to this project, a number of other wastewater system projects were also required by OEPA and completed by the village. The upgrade was financed through a 2.75% interest loan through the Ohio Water Development Authority.
After the completion of the wastewater treatment plant, the only wastewater system project still outstanding was the rehabilitation of sewer pipe, largely within PawPaw Creek, to correct the major source of inflow and infiltration within the village’s wastewater system. Inflow and infiltration causes the wastewater treatment plant to unnecessarily treat groundwater coming into the plant; thus causing additional operating costs. In 2008, the Village received $407,680 of funding for this project, with $213,626 being a grant and $91,554 being a 20 year no-interest loan. The village’s local portion was $102,500. This project is currently being completed.
Ohio Public Work Commission provided the village with $719,086 of funding through a grant and no-interest loan for the construction of a water tower and associated water line to provide the village with much-needed storage capacity and fire flow. This funding provided approximately one-half of the total cost of the project.
The Village has received a $40,000 Community Development Block Grant from Fairfield County toward a $120,000 waterline replacement project. This new 8” waterline will run along South Main Street from Market Street to Fairview Avenue then west along Fairview, and will provide additional water capacity and pressure to that area. This project is currently in the bidding stage and should be completed later in 2009.
As part of the biennial state budget, the village received a grant award through the Ohio Department of Natural Resources. $25,000 was awarded for improvements to Alt Park. This is a collaborative effort between the village, the Baltimore Youth Baseball Association, and the Baltimore Youth Soccer Association to provide additional facilities and parking at Alt Park. Hopefully, the work will be completed prior to the 2010 sports season.
