Baltimore Planning Commission

The Planning and Zoning Commission is composed of five members who reside within the corporate limits of the Village. The five members include the Mayor, one member of Village Council, and three additional citizens appointed by the Mayor. Residents are appointed for a six (6) year term.

For the purposes of the Zoning Code, the Planning and Zoning Commission has the following duties:

• Recommend the proposed Zoning Code, including text and Official Zoning District Map, to the Village Council for formal adoption.
• Initiate advisable Official Zoning District Map changes, or changes in the text of the Zoning Code where those changes will promote the best interest of the public in general.
• Review all proposed amendments to the text of the Zoning Code and the Official Zoning District Map and make recommendations to the Village Council.
• Review all special uses as identified in the respective zoning districts according to provisions and criteria stated in the Zoning Code.
• Continuously review the effectiveness and appropriateness of the Zoning Code and recommend such changes or amendments as it feels would be appropriate.
• Review and approve site development plans.
• Initiate and participate in planning activities.
• Review and approve final development plans, amended and revised development plans and plan refinements for planned districts.

Baltimore Board of Zoning Appeals

The Board of Zoning Appeals consists of five members appointed by the Mayor and confirmed by the Village Council. Three of the members are current members of the Planning and Zoning Commission and the other two members are residents of the incorporated areas of the Village.

For the purposes of the Zoning Code, the Board of Zoning Appeals has the following specific responsibilities:

• Hear and decide appeals where it is alleged there is an error in any order, requirement, decision, interpretation or determination made by the Zoning Administrator;
• Authorize variances from the terms of the Zoning Code as will not be contrary to the public interest, where, owing to the special conditions, a literal enforcement of the Zoning Code will result in unnecessary hardship, and so that the spirit of the Zoning Code will be observed and substantial justice done.
• Authorize conditional uses where the Board of Zoning Appeals is specifically authorized by the terms of the Zoning Ordinance.
• Review the design and location of wireless communication facilities as outlined in Chapter 1278 of the Zoning Code.

Basil Joint Fire District Representatives

Baltimore is served by the Basil Joint Fire District. The Fire District serves the Village of Baltimore and the adjoining Liberty Township.

The Fire District is governed by a Board of Fire District Trustees. The five-member Board includes a Baltimore Village Council member, a member of the Liberty Township Trustees, a resident of the Village, a resident of Liberty Township, and an at-large position that can be filled by a resident of the Village or the Township.

Under the Ohio Revised Code, the Fire District Trustees may exercise the same powers as are granted to Township Trustees with regard to fire protection services, including, but not limited to, the adoption of a fire code, purchasing fire and ambulance equipment, appointing firefighting personnel, and levying a tax for fire protection.

Meeting Schedule: 3rd Thursday at 6:30 p.m. at the Fire Station, 410 Washington Street.

Baltimore Tree Commission

The members of the Village Tree Commission, who are appointed by the Mayor with the advice and consent of the Village Council, have the following responsibilities:

• Inventory existing street trees on public property within the Village as to type, size, and condition.
• Provide recommendations for street trees for potential developments and a street tree plan for the Village.
• Provide recommendations to Council, the Mayor and the Administration for the ongoing maintenance of the municipal street trees.
• Assist in public education and/or awareness programs, for acceptance by the Village Council.
• Assist the Zoning Administrator by reviewing street tree permit applications in a timely manner and providing written recommendations to the Zoning Administrator on applications for such permits.

The Village Administrator or his/her designee serves in an advisory capacity as an ex-officio, non-voting member of the Commission.

Baltimore Records Commission

The Baltimore Village Records Commission has been created pursuant to the authority contained in Section 149.39 of the Ohio Revised Code.

The functions of the Records Commission include:

• Providing rules for retention and disposal of records of the Village
• Reviewing applications for one-time disposal of obsolete records
• Reviewing schedules of records retention and disposition submitted by Village offices

The Commission may dispose of records pursuant to the procedure outlined in Section 149.381 of the Revised Code.

Baltimore Tax Review Board

The Tax Board of Review must approve all rules and regulations and amendments adopted by the Tax Administrator. The Board also hears appeals from any ruling or decision by the Administrator. The Board has the jurisdiction to affirm, reverse or modify any such ruling or decision. The Board, at the request of the taxpayer or Administrator, is also empowered to substitute alternate methods of allocation.

Baltimore Parks and Recreation Board

The members of the Parks and Recreation Board, who are appointed in the manner set forth by Section 755.14 of the Ohio Revised Code, serve as an advisory board to the Service Committee of the Village Council, and have the following duties and responsibilities:

• Advise the Village Council, through the Service Committee, on the maintenance and improvements of municipal parks, playgrounds, playfields, pools, and other recreation areas.
• Prepare and submit to the Village Council, through the Service Committee, an annual plan of parks and recreation area maintenance.
• Prepare and submit to the Village Council, through the Service Committee, a five-year plan of improvements and/or additions to municipal parks and recreation facilities.
• Advise the Service Committee on recreation programs and activities and submit an annual plan of recreation activities to be offered by the Village parks and recreation program.
• Advise the Service Committee on proposed contractual agreements among other parties and the Village Council for use of parks and recreation facilities.
• Recruit and organize citizen volunteers and other persons to serve on committees or operate recreational activities subject to the approval of the Village Council.
• Hold monthly meetings, open to the public, to conduct its business.
