The Mayor serves as the Chief Executive of the Village, is the “chief conservator of the peace” within the Village, and performs the duties prescribed by the Ohio Revised Code and the Village ordinances.

The Mayor serves as the presiding officer at regular and special meetings of the Village Council, but he has no vote except in case of a tie. The agenda for all meetings of the Village Council are prepared by the Fiscal Officer under the guidance of the Mayor and with the assistance of the Village Administrator.

The Mayor appoints the members of Council Committees, subject to approval by a majority of the Village Council. The Mayor also appoints the Village Administrator, the Fiscal Officer and the Police Chief, subject to the approval by a majority of the Village Council.

The Mayor is elected for a term of four years, which commences on the first day of January following the election.

The duties of the Clerk of Council include:

  • Preparing, maintaining and revising the schedule of Council activity under the direction of the Mayor and the President of Council. The schedule includes the times, dates and places of all regularly scheduled meetings of Council, special meetings as they become necessary, regular meetings and public hearings of standing committees, and meetings of special committees.
  • Posting all meeting times and dates.
  • Notifying all members of Council of all committee meetings.
  • Preparing the agenda for all meetings of Council under the guidance of the Mayor with the assistance of the Village Administrator.
  • Assuring that the agenda is delivered to all members of Council, Mayor, and other members of the Administration.
  • Recording the votes on ordinances and resolutions and preserving those votes in the minutes of the Council meetings.
  • Preparing and distributing meeting minutes following a meeting.

 

The Fiscal Officer is the chief financial officer of the Village and is appointed by the Mayor, subject to the approval by a majority of the Village Council.

The duties of the Fiscal Officer include:

  • Collecting and disbursing the monetary resources of the Village
  • Keeping accurate statements of all money received and expended by the Village
  • Keeping records of all property owned by the Village
  • Keeping records of all taxes and assessments
  • Prescribing the accounting procedures for the Village, subject to the approval of the Auditor of State
  • Ensuring that the amount set aside for any appropriation is not overdrawn or used for other than the proper purpose
  • Certifying to the County Auditor, at the beginning of each fiscal year, all available sources for expenditure for each fund
  • Signing Village contracts

The Village Administrator is appointed by the Mayor, subject to the approval by a majority of the Village Council. The Administrator is under the general supervision and direction of the Mayor and has the power and authority granted to him by Village ordinance and the Ohio Revised Code.

The Village Administrator is responsible for:

  • Management and oversight of the water system
  • Management and oversight of the wastewater treatment system
  • Supervision of the improvement, repair and cleaning of streets, alleys, sidewalks, sewers, drains, ditches and street lighting
  • Appointment of employees authorized by the Village Council; but the appointments are subject to the approval by the Mayor
  • Making contracts, purchasing supplies and materials, and providing labor for any work under the Administrator’s supervision

The Village Administrator is a non-voting member on each of the committees established by the Village Council. The Village Administrator also serves as the Zoning Administrator.

The duties and responsibilities of the Zoning Administrator include:

  • Enforce the provisions of the Zoning Code and advise the Village Council, Planning Commission and Board of Zoning Appeals on zoning-related matters as needed
  • Maintain zoning maps and file pertinent letters and architectural drawings
  • Oversee field inspections for proper compliance with the Village Code
  • Assist with statistical and other information concerning growth and economic trends in the Village
  • Issue all permits and certificates related to zoning and building
  • Prepare reports as needed for the Village Solicitor, Planning Commission, and Board of Zoning Appeals
  • Coordinate public hearings and technical review committee meetings
  • Check and approve development plans for conformity with the Zoning Code
  • Conduct drive-by inspections of local properties to ensure that the Property Maintenance Code is being followed; and issue letters for non-compliance
  • Receive and respond to complaints from local residents; and follow up with inspections and appropriate letters

  • Notify property owners and others violating the Zoning Code or other related ordinances; and order corrective action or discontinuance
Jeffrey Feyko Village Solicitor

The Village Solicitor acts as the legal advisor to and attorney for the Village. and for all officers of the Village in matters related to their official duties.

The Village Solicitor prepares all ordinances, resolutions and contracts for the Village.
